In this role\, he advises Governor Eric J. Holcomb regarding substance use policy and is charged with coordinating the governor's Next Level Recovery initiative\, aligning and focusing the State of Indiana's response to the drug crisis. He also serves as Chairman of the Indiana Commission to Combat Drug Abuse.\n\n \n\nPrior to his appointment by Governor Holcomb to serve as Executive Director in January 2020\, Douglas served for three years as Deputy Director for drug prevention\, treatment and enforcement\, overseeing operational aspects of the state's response to the drug crisis.\n\n \n\nAdditionally\, he was appointed by Governor Holcomb to serve on the Indiana Jail Overcrowding Task Force\, developing solutions that empower local correctional facilities to be safer for both inmates and officers.\n\n \n\nPreviously\, Douglas served for four years as the executive producer of the Indiana State Fair\, where he oversaw the staff\, budgets and operations related to the state's premier tourism event hosting nearly a million visitors annually.\n\n \n\nIn 2009\, the Indianapolis City Council appointed him to the Equal Opportunity Advisory Board\, where he currently serves as vice chairman.
